Chiroque Professor Siegfried began his lecture stating starkly peel and lirondo true that the crisis of Peruvian education remains an ongoing problem. From their perspective this crisis involves not only the pedagogical and methodological factors, but particularly economic, social and political.

Thus, the author presents us Peruvian education that has gone through two key reforms in the process of historical development. First is education reform established by the military government in the 70's. The military regime tried to set a progressive educational model of capitalist society, under the guidance of an economic developer in the industry and national production. Secondly, since the 90's, we find the neo-liberal educational reforms, which predominates the right economic dogmatism. There is a manifest commodification of educational services.

This contrast of pedagogical discourse also presents an opposition on looking views of instructive actions of social agents. Therefore, under the nationalist velasquismo people "are educated to work." That is, higher education is a stage in the production process to make possible the actuality of work. Quite the contrary, at present, the dynamics of neoliberalism, people "are educated to get the tickets and recognition" that make them employable in order to get the chance to perform in a job. Thus we find a very clear ideological distinction between the two reforms. In the military government's systematic political program of the establishment is responsible for resolving the problem of employment, while the neoliberal model generates its own individual careers without the support of the state apparatus.

The speaker put a pike in Flanders in stating that "great achievements" of which we speak the neoliberals are only illusions of reality debased by financial considerations. On the other hand, the overall quality is good business to boost sales of self help books, more than anything.
In terms of relevance, not because there is still such a gear between education and multiculturalism of our nation. And, in terms of equity figures still show a steely presence of poverty, both urban and rural.
